In 1975, Rev. R. E. Ylvisaker retired from the active ministry and settled in the community of Sisters, Oregon. Noting that there was a need for a congregation in this small community, he began holding services in November of that year. By the last Sunday of that month the people had decided to organize as a congregation of the ALC. In 1978 a chapel was erected.
