Many Lutheran pastors arrived in Oregon in the 1880s, and organized a district connected with the Joint Synod of Ohio. Rev. Christian Beuchler of Portland contacted Lutherans in the Oregon City area in hopes of founding a new congregation, one of whom was seminary student L. Grey, who would later serve as pastor of Zion on April 21, 1894, when it was first organized. The congregation's new church plant was dedicated on December 2nd, 1928.
